fix: resolve @types/bun when Vercel compiles public-api with TypeScript 7

With TypeScript 7, @vercel/node compiles via a temporary tsconfig in the OS
temp dir that extends the project config, so default type roots resolve
from that temp dir and `types: ["bun"]` fails with TS2688. Pin typeRoots
relative to the public-api tsconfig so they survive being extended.
